RI Boat Reg problem
 

I bought a small 8' tin boat over 5years ago but never tried registering it until this year. The guy I bought it off of never re-registered it while it was in his possession.

I called DEM with the REG numbers and they said the bill of sale needs to match the name from the last owner who had the boat registered. They told me I need to go back to the guy I bought it from and get his bill of sale. Well he apparently moved and no longer lives at the address where I purchased the boat. I cant find him. DEM gave me the name of the previous owner who had it registered but I can't find him in the white pages either.

Can someone help me, I'm stumped what is my next step?

Do I make a new/ fake bill of sale, with the guys name on it?

If I can't register this thing I might as well scrap it and build bigger and better one out wood and glass. At least I will be able to register something I build on my own.
