Geez, I must be even stupider today than usual. I assumed it was the dad because I couldn't imagine a woman encouraging/approving of her daughter doing that. Thinking about it though, people are pretty messed up.

This is not at all uncommon, a girl I knew had a brother in a wheelchair and did the same thing. It is sad for her for sure.

I only have a son, so I think I look at things differently than someone who has a daughter. The more thought I give it, the creepier it seems. I agree If the mother was serious I am sure there would be someone the family knows that would be up for it.
