Max HP On a boat!
 
So each boat as a max they can put on the transom. Why is that?

Lets say my boat is rated for max of 400hp, but i want to re-power and put on twin 250. Could that be an issue? is it weight? or what?

The reasons are structural, between the weight of the engine and the downforce applied to the tansom a boat is only designed to handle so much. The most dramatic effect from overpowering an outboatd is that you pull the transom off the boat!
