Answer: Because they can't be blamed for natural disasters, and hurricanes, blizzards, floods and earthquakes DON'T VOTE!!

If only they would act as quickly on every other disaster they are involved in!!!!

If they did we would be in fairly good shape.
They always wait until there is a catastrophe, afraid to tackle the tough
issues for fear of having to make an unpopular stand.

Still no buget in over two years.
