Check out Domain Names and Web Hosting by IPOWER that have a pro plan for 5.95 a month with no extra charge for the URL, they host your site, you can build your site and you can put it on line. Pretty simple. I have used them for the last ten years.

Ive worked with dreamhost and wordpress in the past.

Depending on what you want you might be able to get away with a blog type setup, like melynk and Pickering use for their Striper blogs.

Think don at Afterhours uses the same one.
