what and where are html files for meta tags when doing a web page im lost

hey man your lookin at this page ok
go up to the very ^ top^ row where it says file, edit, view, favorites and hit VIEW then SOURCE what you see are html tags
that were created by john or his php software to list the position of each individual picture, box, heading, buttons ect.
those tags can be written in any text editor one you may already have is SIMPLY ---> notepad free with windows.
