In Federal waters north of the cape.
Massachusetts Division of Marine Fisheries - Recreational Fishing - Regulations
You can still fish in STATE waters, 2 fish per person *24 Inches (not 19)* *up to* 75 pounds per boat.

Also, On November 15'th the winter CCZ, Cod Conservation Zone closes also.
