2013 limits attack on the recreational fisherman

Still trying to balance overfishing by putting bigger restrictions the week end warriors of fishing |
The allocation of the the total allowable catch between recreational and commercial fishermen hasn't changed.

The recreational sector severely overfished its ACL last year and now we have to pay back the overage.
