Is this legal?
So, I was walking along the canal over the weekend, and there was a guy there gill netting... I've not seen this before on the canal. I asked him what he was fishing for, and he said 'stripers'. To the best of my knowledge, you can't do this, even with a license.

Illegal. A quick perusal of Mass regs seem to indicate that the length of a gill net determines whether a license is required, and then only menhaden, sea herring, and mackeral can be caught. This isn't absolute; I may have missed something.

I would have called the clam cops and let them decide.

Maybe that guy is a Native Mass-hole and is subsistence fishing.
*Mass-holeekee is a native tribe correct?* |
Wampanoag?

I see guys doing it to catch bait(sandeels) then they fish those for stripers, but never seen anyone trying to net stripers.
