Drought relief?

A very much needed full day of rain here today. But watching all this water flowing past the house, down the street and into the sewer grate makes me wonder if we are doing enough to capture all that water in times of drought?

Not sure there's an easy answer as the infrastructure to pump to reservoirs doesn't exist, thought the technology does. I could see this in the coming decades if climate change creates more issues.
