Haddock regs

I don’t get these regulations

Haddock* (Private)
Gulf of Maine^ (3,4) Min: 17" Apr 1 - Feb 28 10 fish

Haddock* (For-Hire)
Gulf of Maine^ (3,4) Min: 18" Apr 1 - Feb 28 15 fish.

So because I have my 6 pack license I get to charge people and make money and also catch five more fish per person than the same guy who doesn’t have a six pack license who takes out his friends

I don’t get it…. Just keep them the same :spin:
