Many great players have penalized themselves for even the slightest unintentional infractions. The penalties they assessed themselves cost them huge in dollars and where they placed in tournaments. It was always considered absolutely necessary to be honest in the game of golf. Its a game of integrity played to the highest levels of sportsmanship.
There is no cloudy rule or maybe/ ifs here. He cheated , just like he did before. For a second infraction like this , IMO, he should get a 6 month or years suspension from tournament play.
