While the barometer is falling out try inlets on rising and dropping water. A lot of times fish will find shelter in salt ponds etc during storms.
Other than that think of it this way when a big storm approaches humans what do they do. They stock up on food water and essentials. Fish do the same thing. But they don't own a fridge so they gotta eat! Find the bait they will be eating.
