Hopefully, in a few years there actually may be more bunker. Several possible bills would prevent comercial netting of bunker within a mile or two of the coast - eventually, that could get the stocks up again... GS, you mention that you had thick schools of menhaden in Hingham in the 80's. Others I've talked to had them in Maine before then. They would be found in decent numbers north of Portland. Now you'r hard pressed to find them in useable quantity in Western CT - Maybe we'll see change...
