The eelskins are wicked cool and it looks like you have some of the early Floyd Romans.

he was one the first to sell them and had a catalog. Around 1940s. Every guy back in the day made them in their basement and garage from Worcester to cape cod to fish the canal and troll off the beaches
The tin lures i have been told stated down NC fishing from the outer beaches , later on all over NY ,Charlie Graves, capt Bills also made them for the public.
