The Olympic sports are all bound by the WADA (World Anti-Doping Agency) code, which has much more stringent testing requirements, and a much greater list of banned substances, than the North American pro sports. Off season testing, called "out of competition" testing, is also required under the WADA code. The flaw in the system is that each member country is in charge of testing their athletes out of competition, and some countries are, uh, "somewhat lax". For example, in recent months, it was discovered that the Jamaican federation didn't do any OOC testing of its sprinters for over a year. Spain is also notoriously lax in testing their athletes, especially their soccer players and cyclists. France, on the other hand, is really serious about it, and for many years, using PEDs for sports enhancement has been a criminal offense there.
