I like it. It seems like a pretty well thought out plan to help conserve the resource. As for kicking the can down the line on enforcement i think it adds another layer of enforcement. The Green cops will still be enforcing but now a paper/plastic trail will follow the fish better. While i am not generally in favor of complex regulations dictating many things this will help. With the increase in red tape and paperwork that will need to filed in advance of the season i have a feeling many people will just say "screw it I'm done with money fishing".

Everything is better on the rocks.
