By implementing the tagging system at the dealer level, they are attempting to curtail the black market/ back door/unreported sales. These tags have to be on or with the fish all the way through retail/restaurant sale.
Tagging at the fisherman level (ie. deer tags) would be a logistical nightmare, and difficult to enforce.
IMHO - this is a good call.
