OK, but once you leave the kayak, the permit shouldn't apply.
The HMS permit is issued for a watercraft, and unless you catch the fish while in the kayak, why would the permit be applicable for shore fishing?
That would be like having an auto learners permit and saying that you are qualified to drive a train.
