Spence, headsets, earphones, are illegal everywhere, and the need to prove distraction does not exist for wearing them

Perhaps the emphasis should be on laws that punish the outcome over laws that target specific acts. I do think that focusing on younger drivers who are establishing behavior may be a good thing.
