If those are the boats then they are Yard Patrol YP boats. John is correct they are used primarily for training.
I did two days training on one out of Newport RI to the Submarine base in Groton CT. Training was Radar Navigation and Piloting. Most memorable part was getting mooned
by a couple of lobstermen off beavertail.
