Wayne, have you been using the live well?
if it's in front of the CC take a look at the top of the well where it meet the top of the enclosure,,,,, should be calked and most likely not.
hatch cover in the motor well missing rubber washer?
Are we talking enough water for the bilge pump to come on when at sea
