Need some help

A good family friend's husband just passed away from cancer. He had a 1979 Boston Whaler which he kept down at Tripps Marina in Westport. He was the sole owner and took very good care of the boat. He told his wife to sell the boat when he passes and I'm trying to help her find out what it might be worth.

1979 21' Boston Whaler Revenge
2004 Evenrude 225 with low hours
No trailer.

He also had a Mass com boat permit that he told her she should sell with the boat because they aren't given out anymore but it looks like it's just a regular annual license with Fluke, PTL, Scupp, shellfish, and striped bass endorsements. I'm not familiar with how the com licenses work anymore so I'm at a loss on this part. She also mentioned a comm scallop license that he held. She wasn't sure which one was the one you can't get anymore.

Any help on a ballpark price for the boat and feed back on the licenses would be appreciated. Sorry, the pics aren't great.
