I have not seen or had that problem, I usually lose them before they even get waterlogged from splitting. I see what you are trying to accomplish but even after three coats of epoxy to waterproof the hole you make, there may still be or get cracks so water gets in and soaks the foam. Don't use regular expanding foam, use the kind for around windows but you probably know that. Is there a way to just drill in the area where the weight is loose and stick it in place with epoxy forced thru a hole you drill? maybe that will screw up the balance also. I think they are pretty weight sensitive. Maybe drill a 1/16" hole thru the plastic right thru the weight and into the other side then stick a wire like plug wiring wire thru it all pinning it in place.
