maybe taking those 2 sentences from above, I would say they are trying to point out that just because you are on a private boat, doesn't mean you have a license.?
Right. In other words if you are not fishing aboard your friends boat and your friends are, you are not required to have a license. But, if you decide to pick up a rod, catch and keep a fish, then you should have a license, you are not covered just because your friend who owns the boat has a license.
