You are way off about New Jersey. Most of the big bites start in the afternoon. There are miles of bunker here. When there are big bites the cell phones come out and hundreds of boats congregate on them snagging and dropping. fish under 42 are non existant down the ocean stretch and most weekend warriors are upgrading anyway. Ive seen all the big crowds up north on a weekends over the years and they pale in comparison to any weekday here,(Yes including Chatham during MA Commercial) Its a great frishery for the average guy because they can go fish after work and not have to wake up at 0300. People are lugging their boats up from PA, MD,NY, DE, VA, (Yes jet ski dave, and that crew from VA come to), and parking em all in slips or near ramp access. NJ is three fish, nobody sees a problem with the fishery here, you ask most and they say its getting better lol. All the large party boats even switch to bass all summer as oposed to their normal bottom fishing routine. 150 snagging hooks casting into a bunker school is a site to see. as you can imagine this results in alot of guthooked fish. As far as the surf, they get their big bites to, and its not a dawn thing at all as you may think. Used to be a summer fishery here back in the 1990's, TBH alot more fish holding over through out summer despite water temp, there were some good fish here all summer. Guess they arent bothered by water temp vs endless supply of bunker which stayed around well into december.
