Santander was founded in 1857.

They were fined for doing this from 2008 to 2012., I doubt they just started doing this in 2008, they (and more than likely other finance companies) were probably doing this well before that but the law protecting the veterans probably didn't get passed until 2008.

So Yeah, it probably was worse under Bush, but Bush was also in office when this law was passed as Obama wasn't sworn in until 2009. So it looks like Bush/Congress took the steps necessary to rectify the problem on his watch.

I haven't found the exact law to verify when it was signed....I'm just following the timeline.

So blaming Bush for this is just as equally ridiculous as blaming Obama for this.
