I read it as the opposite TT - if you hold a commercial permit and take home a fish on a non-com day, you must cut the fin immediately, which automatically takes it out of the commercial system. What's stopping them from just not cutting the fin and doing the same stockpiling as before? nothing at all!
Will EP's be checking comm boats on non-comm days more now to make sure this rule is being followed? Doubtful.
