They are after the repeated offenders.
They pretty much know where the hot bite is. It's not too hard to figure out where the majority of the fish are coming from.
If a boat is fishing the hot spot the day before or the night before, those guys are just asking to get boarded. If there aren't any commercial permit holders on board, or the boat doesn't hold a permit, then it will be a quick boarding. If your buddy your fishing with holds a commercial permit on his boat, You better have those fins clipped.
The fine for each cod is $750.00 I'm not sure what the bass fine is?
