Exactly. I did not even use my boat last year. Had pretty decent season just from shore. Didn't need the boating hassle but saw the rampant exploitation of that rule every non comm day and the authorities were no where to be seen. It was obvious where this was happening and in broad daylight. After dark it gets even harder to enforce. I also fished a certain beach from shore and starting at dusk there were as many as 20 boats already out there pounding the fish well before the 12 o'clock hour started. Took the cops a good 2 weeks to figure that one out. Sorry but I have no confidence in the implementation of this rule. Hope I am wrong. BTW I did get stopped by a environmental cop on shore with 4 fish on a comm day and I applauded him for the search. Someone dropped a dime on me. Good for them
