You can get a record accepted for a released fish. You can submit a Manley, Chatillion or Boga-Grip scale to the IGFA and they'll check it for accuracy. If it's within a pound of true weight, they'll certify it for record submission for one year. Like likwd said, you also have to submit photos and measurements along with the weight, and it has to be witnessed.

You have to weigh a fish while your feet are planted on land or a dock---you can't weigh the fish while aboard a boat. The land doesn't necessarily have to be dry but your two feet have to be on it.
