If it helps most of the RI winter/early spring surf cod caught back in the day were taken in less than 20 feet of water, all action was after dark. I gave Rob some locations via PM that were once productive. A simple sliding fish finder rig that you would use for baiting striped bass from the surf is all you need. Rig with a short 1 foot long leader and 5/0-6/0 hook and whole small squid or half large squid. Cast and wait for the bite while telling fish stories. One of our local charter captains, BJ Silvia, of Flippin Out Charters had some small market cod in his boat just off Newport only two weeks ago.
