The fines would be a good start, but if the POS is raking in that much in a day/week/month then he could take the loss if he's still allowed to go out and do it again somewhere else (usually of a "new" boat).
Plus, what if a fine is levied against him and he just doesn't give a rat's patoot about the law and won't pay it? I this POS is able to get away with this for so long, he's probably got more friends in low places to help him out (of town).
