Big lures for inlets?

Read an OTW article about a local that fishes 2 inlets here on LI, one is a very rough inlet and I couldn't imagine tossing anything other than bucktails, heavy weighted storm shads, or eels without getting swept out of the strike zone. However, the author says he throws "monster 10 to 12 inch swimmers" from the rocks.

I've hit bottom with the heavy SS needle meant for heavy surf (not 10" long though) but other than that or a fake eel plug, anyone have ideas on what would be used here and not cause the submarine effect? Maybe one of those trolling bomber plugs?
