No, actually yelling something may be a hate crime. There is freedom of speech but many people have been arrested for yelling things at people. I forgot who I responding to so in retrospect I should have added a "etc".

I read the link....and....Bias Incidents are not Hate Crimes. Again, somebody calling you a racial slur is not a hate crime....its someone being an Ignorant Racist A$$hole.....buts its not a Hate Crime.

and I'm sorry....but all the colleges that are reporting them I completely discount because that is just SJW centrals reporting that their feelings were hurt.
