Sitting in this area waiting to set navigation detail until closer to 6am is not uncommon, since most port times are in the daylight at Yokosuka.
I have sat aboard ship[ many times in this area during my 6 years stationed in Yokosuka. The Fitzgerald would have had lights on designating them as DIW and not under power. If the supply ship turned around quick enough, the navy ship may not have had time to get out of her way.
I think there is something more to this going on that has not been released yet....

Interesting points. However DIW there along the entrances of for shipping into Tokyo would be a bit much, no? And if the merchant was on autopilot with nobody on bridge (something others have speculated)
