Technically you always could fail for that...what the #^&#^&#^&#^&#^&#^&#^&s on Beacon Hill deem "massive inspection fraud" the people out in life call helping someone out. Many more vehicles will fail now , wait until the cameras in the bays start working. The fail rate will skyrocket.
