I'm not sure who the couple was that lost their lives. I'm going to assume they were subsistence fishermen. Asian/Hispanic? I find that many of them have NO CONCEPT of tides. They settle on a rock and stay there regardless of building sea and rising water. Obviously a recipe for disaster. Really sad. I'm not sure how this can be handled except for more education about the dangers.
