This couldn't be because Plymouth and surrounding towns are predominantly White, It's gotta be because White people are the problem.
Plymouth - The racial makeup of the town was

Kingston - The racial makeup of the town was
97.3% white, 0.1% Black or African American
Carver - The racial makeup of the town was
95.78% White, 1.22% African American
Sandwich - The racial makeup of the town was
97.75% White, 0.38% African American
