No, I didn't avoid it. Here is my direct answer...I don't think he could have done much more early on than banning travel from China, ( and telling people to wash their hands), because he was called a nationalist xenophobe for doing even that.
Now, can you answer my question, which I'm asking for maybe the 20th time? What do you think of Biden calling Trump a xenophobe, for restricting travel from China?
