You trying to put lipstick on a pig? The DPA does enable the government to force companies to produce designated products. And it does guarantee compensation. I don't think the company's "will" is taken into consideration, nor needs to be. Obviously, the company needs to be capable of doing it. Can't, practically, force a dairy farm to produce ventilators.

GM and Ford offered to make ventilators.
