He failed to take action, make no mistake the President is responsible for the administration of the federal government. It's his job.
He is ultimately responsible for the death of thousands of Americans.
If he doesn't feel that, WTF is he even doing in that office?

As someone quoted Eisenhower on this site several days ago: "Leadership consists of nothing but taking responsibility for everything that goes wrong and giving your subordinates credit for everything that goes well."

Leadership is not casting blame on anyone within range. When you point a finger remember that there are four fingers pointing back at you.
