Yes they can, I've hooked the pull tab on my Mustang inflatable twice I. About 15 years.

Ross, i installed the kill switch on mine 10 years ago, and my boats a 1977, because I fish alone, and at night, I figured it just might be to my advantage. I also believe the law only applies above headway speed..
