I'm 99.9999% positive that it's illegal to have done that. You need a Highly Migratory Species permit for tuna and they're only issued to vessels, not shore anglers. The fish looked pretty dead in the photo I saw, with blood on the flank under the gill plate, and pooled blood gathering in the tail.
