I've used naval jelly on tools and my wading boot grip studs. Works ok. When painted surface is still rough/ and pitted when tho. Looks like spray painted with rust oleum hammered paint
Like advised, see if can find an auto body place that can sand blast it. Will get a much better finish. Sand blasting services can be expensive tho. I know priced out my plow and they wanted 1k.
U can also check harbor freight as I have seen small DYI sand blasting kits there for rather short money
Let know how finished looks.
