It seems impossible that we'll avoid a government shutdown. Many in Trump's inner circle desperately want one.
Perfect opportunity for Trump to disband Congress.
First, engineer a shutdown (there’s actually nothing to engineer- just have Rs on the Hill say they’re having trouble negotiating a spending bill. Let the funding expire without any agreement. Blame Ds for not being reasonable.)
Then, tell everyone that Congress cannot meet the demands of the moment, but as President, he will make sure that spending continues even without any law to direct that spending. “I will make those spending decisions on behalf of the American people. That’s what they elected me to do.”
As a bonus, he could use the never-used constitutional provision that allows the president to adjourn Congress. He could declare the 119th Congress adjourned sine die. Hill Rs would probably agree that they’ve been sent home and have no authority to meet or conduct business.
The corporate media response would likely focus on substance versus process. Sure, Trump is now ruling unconstitutionally by dictatorial fiat alone, but the alternative was a debilitating shutdown caused by those feckless idiots in Congress. Isn’t it good that Trump saved the economy from those cretins?
I think the legal uncertainty of the outlays would cause market related chaos. I also think they are not competent enough to pull this off cleanly enough to work and that the media has a preexisting framework around shutdowns and the debt ceiling that more (but not all) of them would wake up.
