The DBE Program would be replaced by the 'Emerging Business Enterprise Program', which would require states, among other things, to conduct general outreach programs to enable emerging businesses to compete for federal highway contracts, to provide targeted outreach to and recruitment of women and minority-owned emerging businesses, and to provide technical assistance.
