I dont really know what causes it but I sure know that it blows.
We had big blues blitzing through it one day. If your popper didnt get taken by a blue you had to reel in through all that chit and clean it off then run down the beach to be back on the fish because it took so dam long to clean your lure.
Wasnt to much fun that day, but that night oh well thats another story.
