Contact the folks at GOAL (
http://www.goal.org) and find out how tough your chief is with respect to issuance of "Class A LTC - For All Lawful Purposes". BTW, there is a four month wait minimum on just the renewals, I shudder to think how long it will take to process a new application. You need your FID first, then you can apply for your LTC.
