Brakes on one axle are required by law in MA for all trailers with over 3000 pound net capacity. Ditto for CT, and they require brakes on
all axles down there. I don't know about RI.
If you want a roller trailer, look for a
Tidewater. They are a new company that was started by a few guys who left Load-Rite down in PA and started this new company. The trailers are built with identical components as a Load Rite and priced a few hundred dollars less.
I know that Millway in Barnstable and Edwards in Falmouth carry Tidewater.
